Is it fair to say they ALL have the same level of competence?<\/p>\n<p>I&#8217;d say no.<\/p>\n<h2 style=\"text-align: center;\">NOW&#8230;..<\/h2>\n<p>What if the exam ISN&#8217;T perfectly balanced.
